I'm in Texas as well. as far as I can understand, in the state of texas public employers are required to provide workers compensation coverage and an employer (someone that employes at least one person) can elect to have the coverage. regardless of if the employer chooses to purchase the insurance or not they are still responsible for paying the medical bills for someone that is injured on the job. obviously a manufacturing plant would most likely elect to purchase workers compensation insurance whereas a small finance company might elect not to.
